Quick answer: Q312A plus Q313A can be no more than 25% of total monthly hourly-code time. Q313A alone can be no more than 5% of Q310A plus Q311A plus Q312A time.

Combined support pool

  • Indirect care and clinical administration together can be no more than 25% of total monthly hourly-code time.
  • The same relationship can be expressed as support time no greater than one third of direct care plus out-of-office telephone care.
  • Example: 90 direct-type hours create room for up to 30 combined indirect and clinical-administration hours, subject to the other limits and the work actually performed.

Clinical-administration ratio

  • Clinical administration can be no more than 5% of direct care plus out-of-office telephone care plus indirect care.
  • Example: 100 combined direct and indirect hours create room for up to five clinical-administration hours, subject to the combined support limit.

Year 1 reconciliation

For April 1, 2026 through March 31, 2027, OMA guidance says the Ministry system does not program the two percentage caps at claim entry. Claims may pay first and be reconciled later. Review the ratios every month even when the billing system accepts the claims.

Important notes

  • A ratio shows the maximum eligible amount. It does not create billable support time when the work was not performed.
